Solving it??? if it is a mechanical problem, still can solve, an electrical problem, still can solve, a car breakdown, still can solve, but human problem, forget it, even it is solved, it is only a temporary basis, giving way does not imply no pain and hatre feeling, just one fine day,..all hell break loose again

but the dialogue or problem solving session should be mediated by the property manager...and a good and experienced pty manager will possess the EQ and IQ in line with the Act to resolve such touchy issues....
i sympathize with such profession....they must know practically almost everything and solve them....
lucky the manager managing my condo is very professional and experienced...we all look up to him as an elder and "prime minister" of our estate...

Not true in every case. My case does not work. They are gangsters behave as they like they expect people to give in to their nonsense and suffer silently. -
nothing is for sure....but it is still best to engage the property manager as mediator as the first move...at least efforts are made..even if it is futile...then seek other alternative ways...
first principle is always diplomacy and tact... if our country is managed or run like mere finger pointing....and if one cannot manage a small estate in the most harmonious and diplomatic ways, how could we hope to see a more civil society and singapore from our young generation?

Different types of neighbours , different ways of dealing with them. If pleasant talk with them for a few times don't work, time to sort out other methods.
In Singapore or else where there are always neighbours who are behaving like hooligans, unruly, no sense of any reasoning or any mediation can help.

The upstairs neighbour must solve the problem for the downstairs neighbour. If this scenario is true. Downstairs hears thumping and other noises coming from above. Upstairs is really not causing those noises. (if they are causing the noise then there is no mystery).
Get the Security guards, station one below and one above with their walkie talkie.
As soon as the downstairs guard hear a noise, he call the one above, this way they can verify if the upstairs fellow is really making noise or not.
There are cases of "ghosts" making the complainant look like a fool. The thumping and dragging noise can come from a flat diagonally across, and can sound like coming from directly above.

All must work together and be considerate....but totally no noise is not possible...you must be able to withstand some level of noise...afterall, apartment living is not fully soundproof...

Some neighbours walk like dinosaurs and elephants....I could here them pounding above my unit....I guessed it couldn't be helped. Unless u live in a bungalow....apartment living is not for the people who can't stand certain level of noise....

You are strange lol! As HDB dwellers, we need to take care that we don't make noise to disturb neighbours. Want to make noise go stay in bungalow or mountain top.
